This would indicate it's an issue with the game itself. The new patch, although meant to fix problems, poorly designed patches can sometimes introduce new problems.

when first built my PC(a week ago) and played kingdom come it would give me 90 to 130 fps at 1080p with a constant 100% GPU utilization and 40% to 80% CPU utilization, but now all of a sudden it's giving me 50 to 70 fps only with 40% to 80% GPU utilization and CPU utilization of 30% to 50% it's using less than 3 GB of VRAM (out of 8GB) and 8 GB of system RAM out of 16 GB, Vsync is off,Radeon chill is off, and my GPU temperature is 37 to 43 and my CPU temperature is 60 to 70 degrees Celsius

when I fired heaven benchmark it didn't have any problem and kept 98% to 100% GPU utilization

my system is:

Ryzen 5 2600x

sapphire pulse vega 56

16(2x8) GB corsair LPX 3200 MHz RAM

B450 Tomahawk mobo

500 GB m.2 nvme drive

evga G2 650 80+ gold PSU

any help is appreciated

Big shot in the dark here, and shouldn't be much trouble for a fresh build but try swapping your GPU to another PCI-E slot. If I'm right about this, it will feel like a miracle. If I'm wrong, at least you rule it out.

Sounds game related. Updating Windows was a change that your PC has went through though.

 

Try this... Go into Windows settings and click on Update & Security and under the Windows Update tab, click on Check for updates. Even after updating Windows, it is common for additional updates to roll in. So after clicking on Check for updates, you'll know you're completely up to date if it doesn't start updating Windows again. If it does start additional updates, let it do so and be sure to restart your PC.

 

Again, this may or may not fix this issue. It is another troubleshooting step that you are ruling out.

Looks like the game was just patched this morning and your issue is probably due to this patch(if it's not the Windows update change). Although meant to fix problems, poorly designed patches can sometimes introduce new problems. Looks like you may have to adjust some graphic settings to gain that fps back and let the devs know about it so they can produce another patch.

 

As shown below, I'd start by lowering Shader Quality. This one you may want to lower the furthest. Then lower Shadows. I'd say to around something in the Medium range. Then lower Object Quality, Water Quality and Object Distance. Start by taking these 3 down just one notch below what they're at now.

 

You can then do the same for Post Process Quality, Game Effects, Lighting, Vegetation Detail, Vegetation Draw Distance and Motion Blur. And remember, you are settings these to your personal preference. If you like one thing more than another, don't go so low with it. And when you could care less about one thing more than another, go as low as you can with it.

 

If anything, as I always like to say, doing all this will maximize your fps without losing visual fidelity.
