Just checking

is the Intel Core i5 4460 Quad Core compatible with the dell optiplex 9020 SFF motherboard I want to be sure before buying it

The chipset/socket is compatible, but the chip is Devil's Canyon, rather than Haswell (DC being newer), so it could be the motherboard BIOS doesn't support it.

Updating the BIOS might improve compatibility, but with these pre-builts that is not something I can tell you for sure it works.

Other than contacting Dell support, I don't think you could know for sure.

According to a user on this thread, this PC apparently does support some Devil's Canyon CPU's:

which I remember the 4590 also being a DC chip too, the i3 mentioned above here actually being released later than the 4460. So it's likely it will support that chip.. But I can't tell you for sure.
