Random revving on my pc

about a month ago i was having some problem with my computer, it started started revving   and got really hot quickly. it doesn't happen very often   but when it does  if the monitor is on, it will black screen it and everything stops for for a few seconds and starts revving , even when the monitor is off  it happens .  i would have to do a hard reset  for it to work again but if anybody have any ideas  on what can cause it.  here are the spec on pc part picker https://pcpartpicker.com/user/makell/saved/YnqRkL this is the complete build to my computer tower

Might wanna put on new thermal paste and double check the cooler is properly tightened down and not loose on one side for example.

Also in BIOS change fan curve to adjust over a longer period of time instead of .1-.2 seconds if applicable.

Did you try to update the BIOS? Happened to me before with computers in sleep.
