Cpu usage stays on 100%

i have lenovo legion y520 (GTX 1060 6GB) i have noticed lately that my cpu stays on 100% usage while in the game even on the menu screen, is it normal?

It's a laptop. 

 

i7-7700HQ

GTX 1060 3GB

16 GB DDR4-2400

512GB PCIe SSD (looks like NVMe, although Lenovo doesn't list exact make and model)

 

 

 

As for the problem at hand, I never heard of a game stressing the CPU that much while in the menus.  Does it go back to idle after you quit the game or is it still stuck at 100% then too?

 

Oh, and ... did you buy the game or did you illegally download it somewhere?  Cracked games nowadays can contain mining scripts, essentially turning your PC or laptop into a crypto mining rig whenever you're in the game.

it goes idle after quiting the game and i tested it on rocket league from steam (Official), i have noticed that upon opening the task manager above the game the reading became more resonable and when i close it the reading becomes weird again.

today, i have upgraded the windows to build 1903 and i have noticed that the problem has gone.
