Using a Ryzen 7 1700 and looking for a cooler with near silent performance and room for a minor overclock without generating the literal heat of the sun in my room, any recommendations? (Water or liquid and relatively inexpensive)

LTT a bit ago released a video that had an air cooler beating out liquid in both performance and volume, but imo I'd go air just for reliability. Liquid really only wins (imo) in aesthetics and performance when you put a lot of money into it (not AIOs).
