What To Upgrade

Lately playing modern day games, I have been dropping frames in games such as Sekiro. I'm thinking about upgrading my hardware but I don't know what to upgrade for that smooth 60 fps on max settings. Should I upgrade my GPU which is a 1060 3gb, or my CPU, which is a Ryzen 5 1500x Quad Core processor even though 3rd gen Ryzen is coming out soon?

Draws 400 watts under max load, for reference.

Then yeah, you've got room for a graphics card upgrade. However, there are not only new Ryzen CPUs coming, but Navi GPUs too. So if you can wait, there's a lot to look forward to.
