Yep. The connectors you have are 4+4 pin plugs. You combined them together to give 8pin connector, or split them in half if you only need the 4pin connector. The half you don't need should just unclip from the other half and hang loose.

What motherboard & CPU do you have? The extra 4pin connector is typically optional, so you could just use the cable for the 8pin and leave the 4pin empty and it will still work fine, but since your PSU has the extra cable may as well use it if you want.

My motherboard is the Gigabyte Aorus pro. My 4x2 plug does not superate so in order to use it, it will just plug into the 4pins while the other 4 will not be plugged in, you can see in photo 1.

I'm trying to add power for my CPU which is 4x2 and a separate 2x2. My PSU (corsair RMX 850w, fully modular) does not include a 2x2 plug, am I able to use the 4x4 CPU and just use half of the plug? The other option is to use two 1x2 PCIe plugs.

Yes that's fine, its important to note that the PCIe plugs off your PSU are not the same pinnout, and are molded differently so they cannot be plugged in there. Also, the 2 "halves" of the CPU power cables separate. See how they are split along the middle?

Yes, they are split but won't seperate.

Weird, i'm pretty sure they split, I have never seen a non-OEM power supply have a non-splittable 8-pin connector. Sometimes they can be hard. But ultimately it doesn't matter. As long as you can fully connect the cable to the motherboard.

They will split. There's little pins that hold them in place so you need to split them apart sideways. You may need to get your fingernail in between the join and pry them apart that way.
I've taken some photos of the same Corsair Type4 CPU cables from my RM750x to show you how they latch in place together.
