What are you planning to use it for? If gaming, what resolution and refresh rate? We need more information.

In that case, yes. A 3770 is not good enough for 144hz. My 4790k can't hit 144fps. An RTX 2070 is pretty overpowered for 1080p gaming though. You could keep your CPU and get a 1440p@60hz monitor instead for a much better experience.
