Is this guy lying about the laptop battery issue?

I bought a laptop but it can only charge up to 79%. I understand there's wear but regardless a laptop should still charge up to 100% correct but not provide the capacity from the beginning. 

 

His response

Yes and no. Dead cells will generally result in charge times that are ridiculously fast and drain the battery super fast meaning there is degradation in the cell(s), damaged cell(s), or dead cell(s). You might have a charging issue with laptop itself or there is damage to a cell or multiple cells.

Sounds legit enough to me.

Imagine a 6v battery made up from 4 x 1.5v cells. If one dies it can't go higher than 4.5v.

Depends on parallel or series configuration though as well.

He's not wrong, typically when a laptop shows signs like that it's a failing battery, sometimes it could be something else like the charger or the DC jack but in most cases it's a failing battery, which isn't really a big deal most laptop batteries are around $40 or less on Amazon.

Well obviously it has to be in series if it was 6v.
