Ok, so I shorted out my ATX PSU and now the voltage increases.... Some how..

I test the the 12v leads with my multimeter and the voltage just keeps increasing.... I don't know for how long. I don't know why.

But it sometimes decreases as well... Just randomly... 

Its never regulated at 12v anymore

Same goes for the other voltages, 3v and 5v.
 
Side note: I'm using it as a charger for my lipo batteries.

It's a poorly designed group regulated PSU.  Because of the mag amps, the voltages are only regulated when there is a minimum load on each.

Replace the PSU?  Yeah.  That's what he's telling you to do.  Throw it in the garbage and replace it.
