do you need a monitor and other peripherals in this budget or just the pc it self ?

you should look into used parts, otherwise for new parts you will end up with quite a low powered system

I may have to go over 450 CAD, but I think that I can build a computer that can game now and take some upgrades later, he is not going to have a ton of room for his games though.

When he can I would recommend he picks up an RX570 or better, 8GB more of RAM, and an HDD, but this should hold him over for the moment.

Don't forget that evil Rosewill case, a lack of a mass storage drive, and a MOBO with only single channel memory.... At least I managed to still secure somewhat of an upgrade path....
