if you overstep the highest ammount of power a PSU rail can provide. the PSU will then shutdown to preserve the PC. 

 

to achieve this with most PSUs you would need to have a very low wattage or a flawed overpowerprotection.

note that a PSU might have multiple rails. meaning that its a specific rail you can overdraw. meaning they can shut down at a lower powerdraw than the rated wattage of the PSU.
