My stream is annoyingly blurry. Its mostly when I move in game, but it seems to be there all the time.

stream rig specs:
Core i5 6400
16gb ram
RX 480

OBS settings:
AMD encoder
6000 bitrate
resolution 1920x1080 (60fps)
Lanczos filter
quality preset: balanced

Connected on ethernet: 236 down, 23 up

I have tried:
lowering the resolution to 720p
changing to x264 encoding on both veryfast, and medium presets
lowering bitrate to 3500, and raising it to 10,000
changing the downscale filter

I would appreciate it if someone can help me end this nightmare...

Dont stream at 1080p60.

You need at the very least 10000 bitrate for that, idealy 12500+ which means that many people wont be able to watch you.

People that stream at 1080p usualy have another PC dedicated just for streaming and are using x264 with very slow encoding presets which are VERY demanding on the CPU to hit the desired quality on lower bitrates as the compression gets that much more difficult to process.

If you step down to 720p60 the stream will look much better.

Again, 3500bitrate is good for 720p30 not 720p60. Keep your 6000bitrate at 720p60.

Use HIGH encoding Profile. IDK what are all the settings in AMD encoder but assuming it is anything like NVENC then you should have no issues increasing the Quality Preset from Balanced to better ones.

I usually stick to the second best one as there is really no differente between Highest Quality and Quality with NVENC on a Pascal card.

Dont forget to use B-frames = 2 if you have that option with AMD encoder.

sorry for the late response I was attending mothers day festivities. I think I sort of fixed my problem but I'm assuming it wont be perfectly the way I want it to look because I am only affiliated and not partnered so twitch probably doesnt let me stream with the best servers or whatever

I think you should read up on how different encoding settings affect the quality and performance to get a good idea about what is a good setting ix for Twitch.tv because you can often get much higher quality if you understand the settings at least a little bit and know what to tune.

Personaly, I stream at 720p48FPS with 6500bitrate. I am not an affiliate and I have no problems streaming at those bitrates. The quality is very good considering its NVENC on a Pascal GTX card, with Turing the quality would get that much better. I cant stream with x264 because my CPU cant handle it well enough but that would give me better quality as well.
