That would depend if he has a intel system or a Ryzen non G CPU.

 

@Erbu Reseat your GPU and see if that helps anything :). You could also try clearing CMOS , see if that helps.

if VGA LED stays on then it could be a faulty GPU.

The gpu works on my intel system and I don't have an igpu on this cpu. system powers up with another gpu 

 I got ryzen 5 2600X gtx 1080 ti (Amd radeon r9 255 for turning it on for now) and x470-i from Asus
