As the title says, I'm wondering which component or what exactly determines the polling rate of a keyboard?

so i read that article and i understand there are many points of input lag, but would u say the cable/USB is the deciding factor for a keyboard? i mean, if the polling rate of the USB is, say, 10ms, but the polling rate or whatever of the MCU is 1ms, the 1ms is then negated right?
