Is it necessary to remove dust filter if fans are exhaust?

Yes.  You can't stop dust from getting into the PC, so exhaust filters will be dirty on the inside, if less than the intake filters.  Keep all filters clean, keep airflow at maximum.

It doesn't hurt, but shouldn't be necessary (at least not regularly).

 

You should however clean out your entire PC every once in a while, be sure to use canned air for that!

I do! It is just that the screws on the fans are so damn tight

Well i does hurt, the exhaust fans with a filter will be more difficult for the air to go through, then the air that doesn't go through is with dust and stay in your system

Typically however the objective is to keep dust out of your system in the first place, so with a somewhat decent fan setup there shouldn't be too much dust buildup in the filters in the first place. Cleaner is (obviously) always better, but it shouldn't really be necessary...

I have not one, but 2 filters in each 5 of my intake fans
