I'm planning on upgrading my pc later this month I have a gtx980 graphics card and a core i7 8700k cpu and I want to game a 4k what should I do

Buy a 2080Ti or game at 1440p where it's reasonable and just as pretty.

Vega 64 or RTX 2070

     or

Radeon 7 or RTX 2080

 

on the used market a used 1080ti or 1080 is not a bad idea

 

and if you are John D. Rockerduck the 2080ti is up for offer.

1080 level performance can do decent 4k gaming, though not perticularly amazing. they are more aimed towards 1440p which imo is objectivly better. 

 

i should perhaps have mentioned that. though i did pair them in the respected performance park

Honestly. Get a good high refresh 1440p  freesync monitor instead. 

 

Because its visually the same and better in regards to smoothness.

In a lot of titles you will. Like a huge ammount of them.

 

Then there is 1800p upscaling, but at that point, why have a 4k monitor. Atm 1440p is clearly better

2080 or Radeon 7 is what you would be looking at. 

 

the Radeon 7 should get a decent bit faster just by putting it under water. though waterblocks are proabably not the easiest to come by.
