So I'm buying a second hand GPU. For my budget right now a RX 470 looks like the best. (There were a few good offers for a GTX 970, but my case is too small, and my PSU to weak)

My main question is, should I go for the RX 470 4GB, or the RX 470 8GB?

I'm going to be using a 1080p 60Hz display. I won't be playing games that are too demanding.

Currently I'm thinking the 4GB version, its cheaper.

Well generally I would recommend the 4GB model unless you plan to tack things like blender.

If the price difference is something you can afford, go with the card with more VRAM.

Go for the 8gb model. You'll regret the 4gb model in the next few years, the era of 4gb vram is coming to an end and we are starting to enter the era of 6gb vram now. VRAM is ramping up big time now. For example, the Division 2 is regularly consuming over 4gb at 1080p from what I've seen in videos. Black Ops 4 eats vram for breakfast (It's poorly done, but still..). I'd pay a bit more for 8gb if I were you.

The 4gb model is perfectly fine especially for 1080p. Also keep in mind that most games that are able to consume more than 4 gb of vram will start to intelligently reduce some texture detail before showing any difference in fps. During normal gameplay this is almost always unnoticeable.

 
Also if you're buying second hand then you're probably better just buying an rx 480 instead. It performs 10ish percent better and is overall the better card. I picked up one second hand for $85 and in the US I've been seeing them for about $75 after shipping on ebay.
