All of my current GPU's

1080ti Hybrid
1080ti Gaming
1070 Xtreme Gaming
1070 Xtreme Gaming
Vega 64 Strix
980ti SC+ ACX 2.0+
980ti Matrix Platinum 20th

These all have a zero fan till 60-65C. If it makes you uncomfortable you can use something like MSI Afterburner to set your own fan curve so it doesn't sit a zero fan speed.

I recently bought a gtx 1070. It was recognized and used by Windows. However, the fans would not spin, which has me worried about overheating. When I hit the power-button, the fans would spin for a few seconds and then stop. The PCB does get hot.

I had the GTX 1070 Ti before and the fans start spinning at 60°C. Before that they are turned off. Nothing to worry if they don't spin in idle or office work.

Check if they spin while gaming. If not, something is broken.

P.S. Try to see the temperatures with "GPU Temp" program
