If the reported voltages and wattage is correct then there is a clear issue with cooling somewhere.

You could just RMA the entire thing and see if a new one fixed it....

 

if you have another cooler try that.

but first i will buy a good cooler first is it still shows high temps motherboard is goin back where it belongs RMA bin

I was talking more about RMAing the chip and cooler....
