$600 isnt much when it adds up to $2300. Ryzen will have a much harder time reaching high frame rates

the 2 fans included should be enough but you can get an extra 1-2 if you want.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

A few notes to value on individual parts. I won't argue Intel vs AMD since many here are. Underlined texts are pcpartpicker hyperlinks!

CPU Cooler: The Noctua listed ins't any more powerful than the Darkrock Pro 4 and is more expensive. The colors are also hideous lol. If you wanted a plenty powerful RGB AIO to match the following case suggestion, check this out. I'll add the RGB AIO to the list below, but if you want air, do the Darkrock Pro 4.

GPU: The 2070 Windforce is pretty cool, and pretty powerful. If you're looking for a value, this Vega 64 is on a great sale, factory OCed with a high-mid range cooler, and will go toe to toe with the 2070 at 1440p. Check some youtube videos!

Case: to your question, since you're using that CPU cooler and a fan blown GPU, it wouldn't hurt to add a couple of intakes, since that case only comes with one. I personally think this case is a good buy, since it comes with 3 intakes, an exhaust, and the airflow supports either an AIO radiator (like the one listed) or extra exhaust on top if you choose. Good airflow, decent cable mgmt. (And hey! RGB!) Check out the newegg listing for it to see what that could look like with the AIO. Very sexy.

PSU: You're heavily overpaying. For a similar quality and a good savings, check out this one and this one

Peripherals: I won't touch your peripherals, since that's a more personalized experience, other than to point out that a 27" 1440p 155hz 1ms monitor can be had for significantly less. I'll add that, but that's again all up to preference. A windows key can be had for $5 nowadays on ebay, or the unpaid windows is always an option.

So for small adjustments without touching your core parts (except the GPU), we keep or gain quality, maybe gain some sex appeal (I think so... Certainly on the cooler and the case.)  and we spend significantly less.
