Why is my laptop stuck at .79 GHZ...

So...

 

So... My CPU is stuck at .79 It says that the base speed is 2.39 and the cpu name is i5-4210u CPU @ 1.70...  

WTF IS GOING ON... even my laptop doesn't know what its supposed to run at...

I've never had it over 65 C

 

What do I do to make my CPU run faster

What does all this stuff mean... What do I need to do

Get CPUZ and run the benchmark.  I'm pretty sure it will ramp up from there.

let me know what you think... It is a 7 year old laptop... maybe planned obsolescence... I doubt it but you never know with big companies

Maybe there's a bios update to fully utilize the CPU?  I have a 7700hq and it's doing 2.6 GHz of its 3.6 just sitting here idle(running cpuz)  Definitely seems to be a configuration or hardware anomaly.

Another possibility is that the cooling system is not operating properly(at all?) does it seem excessively hot?

1. Try using Throttlestop to set Speedshift to 0 or 1

2. Consider reinstalling Windows. Update BIOS if possible

Thank you everyone for your help... I have fixed it by creating a new power plan and reseting that plan to defaults... It works now and will go to 2.39 ghz....
