Typically I think that for most Intel processors, the speed of the memory doesn't matter too much. The price seems a bit steep to invest just for usb and audio ports in the front. It looks like around 200+ for even used hardware. Maybe try your luck on craigslist or kijiji?

I think that's a lot for a 4460, I'd get a new CPU instead if your current board allows, a 4770 maybe or just save for a new build

Just my two cents for OP, I'd go with the Ryzen 5 1600 rig just because of it's amazing value. It would do great in streaming too.

 

The Ryzen 7 1700 rig is AMAZING for streaming, being to run games AND x264 streams. 

 

In both cases, I'd wait for Zen 2, as mentioned above.
