A bottleneck is where your CPU is used for 100% and your GPU for 30/40% of something similar and the other way around

Where do you live? If you're looking for an upgrade maybe I can find you a hot deal on ebay. You can usually get some sandy bridge i5s with a compatible motherboard for less than 100 bucks and those completely outclass a g3460.

as i remember fps stays the same about 130 fps, doesn't matter if you max up settings or low up settings, in some places it drops to 45 like being near smoke. Even mine garbage gt 730 didn't have drops when being near smoke. Didn't actually check gpu usage when i maxed up settings, on NFS Payback i was playing on low had low gpu usage too, maxed up settings actually had a bit higher gpu usage.

yes, I can but 20 gbp for shipping that's expensive tho, but we have a great internet shops and used parts market, I can actually get that i5-2500 for 38 euros, but I will need another motherboard, cuz mine 1150 socket.

Fair enough, if you can find a 4xxx (ideally a 4670 or a 4690 though the latter may require a bios update) series i5 for a good price you could just use that with your motherboard.

In this case, it's likely yes, it is a bottleneck if the CPU utilization is always really high (we can say something like >90%). The thing with a lot of graphics benchmarks, like Unigine, is that they're designed to not be CPU intensive as possible, which is why you see the GPU able to go up to 100%.

 

However the real question you should ask yourself is: "Am I getting the performance I'm fine with?" and "If not, what can I do to fix it?"

I'm skeptical about that site because it throws a generic number around without regard to what you may be running or what it's comparing it to. i.e., I don't think it provides enough information to make an informed decision.

What resolution are you using? 1024x768?
If you're running at a low resolution or really low graphical settings then that might explain why you have such low GPU usage. Assuming your CPU is pegged at 100%, you won't be able to get a higher FPS, but if there's still headroom available on the GPU then you could have room to increase the resolution/graphical settings to at least make the game look better.
