Cleaning off thermal paste

Is this stuff good for cleaning off thermal paste off of a CPU. What about a socket that got a bit of paste on it? What I mean is clean off paste then dry with something like a towel (Its on the socket but not the actual pin holes so that part is good.

Thats good. 90% and above is the recommended % of Isopropyl to use.

Yeah, just make sure it's completely evaporated before starting up the system

Anything above 90% a will evaporate with in seconds

So if it evaporates, I don't have to worry about how I clean out the thin paste on my socket? I don't want to accidentally short a circuit or cause a fire. When evaporated, I should be able to boot safely?

I smoke cigarettes so when I clean my system, take out my motherboard I’ll spray the whole thing down with 90% alcoholic and let it drip down till it I only see clear alcohol dripping.  Then I get my leaf blower and blow it down to get any alcohol out of  crevices and helps dry it to.  Just for safety let it dry for 30 mins.
