Generally no its not best to buy bit by bit (unless you have trouble saving money), because 1) might be able to save money shopping around buying at once, then again if you find a good deal may as well buy. 2) If your in a country with dumb consumer laws, DOA might be harder to return (don't fully know I'm Australian so it's stupidly easy to exchange faulty goods)

summer lmao. Trust me, London doesnt get that hot or when it does they count 25c as a heatwave lol

January-Feb here was 24 days over 40c, and 39 over 38c, and wasn't a heat wave (unless your in Sydney but they like to complain)...It's currently autumn and 20c 

 

The parts your buying work in ambients of 40-45 generally easily with decent case air flow, leaving them sitting around isn't going to hurt.
