Very low gpu usage in games

I recently got the Witcher 3 but I'm noticing that my gpu usage when running the game is very low (around 20%). On 1080p, medium to low settings I get around 50fps with lots of dips and stuttering. I don't think its a cpu bottleneck because my cpu only sits around 50% usage and when I try increasing the resolution my fps goes down and my gpu usage doesn't change much. Also, all of my components are running within their normal operating temperatures. Here are my specs; Intel Xeon W3690, 24gb ddr3 ram, 240gb boot ssd, 2tb 7200rpm game drive, evga GTX 1050ti, corsair 750 watt psu.

It makes a slight difference in performance but not much

They both stay about the same

Some other games wont use all of my GPU like GTA V which sometimes sits around 40-60% usage but that usage goes up when I increase the resolution and I'm also getting good framerates with no stuttering in that so it's not that much of a problem.

Did you checked all your drivers, so they are all updated to the current version? 

Im currently running 419.35, I can try upgrading to 425.31 to see if that helps

I updated my drivers and it worked! I now see almost 100% gpu usage.
