Ram's cas latency diffrence

CL16 at 3200 is exactly the same as CL15 at 3000 - 10 nanoseconds.

 

The 3200 CL15 kits will be marginally faster, but you'd never notice the difference in practice.

I own a couple ddr4 3000/3200 mhz rams for personal use, and noticed some of their "cl" are different such as :

Corsair Vengeance LPX 3000mhz cl15 16gb

G.skill Trident Z RGB 3000mhz cl16 16gb 

Crucial Ballistix Elite 3200mhz cl15 16gb 

Gskill Trident Z Royal RGB 3200mhz cl16 16gb 

Kingston Hyper X Predator 3200mhz cl15 16gb 

Does the 1 sec diffrence make a impact in the system

There is 0 noticeable difference between cl15 and cl16.

Buy the cheapest one.

I've seen some stability issues with it when overclocking, it's mostly on first gen, but still

 

it matters about as much as frequency btw, you can have 3000 mhz, but when you run it at cl20 it won't be faster

it's not even 1 second, the CAS number is a multiplier. CL16 on DDR4 3600 is actually lower latency than CL15 on DDR4 3000.
