So at the moment I have a 1050Ti and was thinking of getting a GTX1660 but I'm not too sure if I can power it with my 450W power supply just to clarify I do not intend on overclocking at all.

I have:

only a 450W PSU

i5-7600 (Turbo)

2 DDR4 2133MHz

120GB m.2 boot SSD

1TB 7200RPM HDD

2 140MM Fans

B-250H Motherboard

PCI-E Network Card

 

I don't know if I would be drawing over 450W and just wanted a second opinion.

You have a decent pc so I would guess its a good PSU. You should be fine. I have a 1060 6gb and a i3-8100 working just fine on a 450watt evga

You won't be drawing anywhere near 450 watts, my own rig only draws 400. However,

This is a bargain bin PSU, cheapo PSU and important systems don't mix. It's in your best interest to invest in something better than a Corsair VS, and you can click my PSU down below to see our tier list, for a point of reference.

Primary PC:

It will work, but consider upgrading to a stronger PSU before performing additional upgrades after that.

Does it have an orange or grey label on the side? If it has an orange one, it's not good at all, and at least somewhat old. Time to really consider a replacement in that case. If it has a grey label, it's newer and better (though not good), and you should be fine. Though you shouldn't cheap out on the PSU that much.
