Boot Loop but Not?

Alright y'all, this ain't a BSOD. And this sure ain't your Mama's bootloop. So I have just put my PC into a new case, and everything works fine....sorta. When I go to power off, it appears to power off, almost fully does, then starts too boot for about 15 seconds, then back to shutting down, and does this pretty much infinitely. Not sure what's going on?  It's not totally a problem, as I can just switch off the PSU, but it still sucks and I'd love a hand with it.

That's pretty strange. Might be a BIOS issue?

 

Did you only move the PC to a new case? or did you swap out some components too?

does it have problems with rebooting too? are you running windows? have you done the usual of trying with as little hardware plugged in (this includes external devices too) as possible?
