surround headphones for under $100?

All headphones do suround. They just all do em skittle differently that's a combination of what is described as  sound stage, separation, and imaging. You can enhance it with software like razer suround or Dolby Atmos for headphones. 

 

If you want straight up headphones , status audio cb1 or ATH m40x with a pad mod are your boys. 

Headset would be cooler master MH 752 comes with the usb connector that has the " 7.1 suround" switch

Status CB-1 as previously suggested comfortable, cheap amazing sound for what you pay and easy to drive.  Pair this with Dolby Atmos and your set.
