Pc wont intall windows

thanks for the the suggestions but my friend who is better with computer then me fixed it he says he think that me deleting the file caused windows to become corrupted in some way

Ok to begin with I tried to mod a game and part of the install required to edit. a file in system32(i know what your probly thinking i broke the whole my whole system) i edited my permission to delete the file it i think it was called d3x11.dll i think. now my whole computer it borked i can't even reinstall windows as when i get to the windows install screen my keyboard and mouse turn off or it just boot cycles not booting from the usb so far i  tried to completely wipe the old windows from my pc so i think i might have somehow done something to the bios but i just dont know any help woud be great thanks 

Ps if you need any more info will be i will be happy to answer

Why would you delete the file which allows you to game in the first place ??‍♂️. Anyway do you get any errors?
