Visual Studio error C++ (Plz Help)

I recently picked up a book on C++ and UE4 (Learning C++ by Building Games with Unreal Engine 4 by Packt)

I am having a problem with Visual Studio 2017 however. It needs you to use the "Console App (Universal) Project Template".

I cannot get visual studio to use any templates at all.

What Can I do to fix this error?

Have you checked if every needed component is installed?

I think there is a problem with your installation and a part is missing.

Where are those components?

Aren't they when you first install VS 2017?
