Oke here is the 1000's fan setup question.

I have an corsair air 540 and im am about to buy new fans for my front intake and I want to move the standard 2 140mm's to the top as exhaust.

This means I have 2 fans for intake and 3 for exhaust.

Isnt it better to have more intake then exhaust?

Or I can always lower the exhaust rpm right?

Go with more intakes. If you don't, you will get hecka lot of dust in there.

More intakes will end up with your case have a positive air pressure which will naturally force air out instead of it being pull out, preventing any major dust build up.

I would suggest to buy a fan filter (you can get these pretty cheap) and swap the rear exhaust fan around to make that an intake. As others said above, more in takes is better. 

But it's not a disaster to go with more exhausts. Just means you have to clean a little more. Wich for some people is worth it to get more intakes ^^

And what aboute 3 120mm's @ 1500~2000rpm and then top 2 140mm's exhaust @ 800RPM and a back exhaust 140mm @ 1000~1300RPM?

Im not gonna use my back as intake this well mess up my Coolermaster 412. Il tkae a pic later when I am home.

Just to help the air rise up?
