Anywho, the ASROCK H110M-ITX board doesn't mention RAID anywhere on the product page, nor does it mention it inside the PDF manual, so it most likely doesn't support RAID on the board itself. https://www.asrock.com/mb/Intel/H110M-ITX/#Specification

 

You certainly could use a PCIe RAID card, but I personally would recommend using one SSD as your boot drive, then connecting 2 SSD's using drive pooling software such as DrivePool from StableBit for your storage array. This allows you to nuke Windows should it become corrupt or broken from a Windows update without impacting your data, which would be protected by the mirrored DrivePool you'd have setup for data storage via drive pooling software.

If you want hardware RAID? No. I'd recommend something supporting RAID in hardware, ie, a card with a BIOS. The card you linked to is little more than a SATA controller.

Also, is there a particular reason you want to run SSDs in RAID 1? If it's for minimizing downtime (remember, RAID is not a backup) and performance isn't that important I'd recommend getting some NAS HDDs such as the WD Red, as the price per GB is significantly lower.
