Why buy 4th gen cpu’s? 

 

Also 4gb of ram isn’t cutting the mustard nowadays, and at least get a 500gb ssd

What kind of programming do you wish to do? $380 is a tough budget for a pc, let alone a laptop

You have to go used/refurb. Try to find something with HQ/QM/MQ CPU

the program languages you code in are relatively low demanding on hardware resources compared to other programming languages. 

If you live in the US, you can consider the Aspire E15 with i3 from Amazon.
