50 frame cap every game

hello all i recently built a new pc about a month old kept psu and gpu. specs are asus  rog strix x470 f mb, 2700x, corsair vengeance 16gb 3200 mhz, 970 evo m.2, asus 1070. when i first built the new rig i used the latest driver from nvidia which was the one that came out march 5th. i try and play rocket league and im getting 50 frames wont go any higher. made sure vsync was off. i check my monitor settings to make sure that was at 144hz it was. i install the previous driver and perform clean install works for a day. next day i turn the pc on rocket league isnt running at 150 frames i have it capped at 150. its running at 50 frames. this has been happening for about a month.

 

fast forward to today or the last week and its every time i turn the pc off it somehow goes back to a 50 frame cap. its not just rocket league. if i install a driver and perform clean install open a game no 50 frame cap. if i turn the pc off then back on open a game im back to a 50 frame cap. it doesn't matter which driver i go with. i have gone into nvidia experience  turned off overlay, discord overlay. i have gone into nvidia control panel went to 3d setting went to rocket league turned off vsync from there. made sure windows isnt recording, made sure malware bytes is off when windows boots up, i have turned off start up programs. i have spent hours trying to figure this out and i cant. i have no idea what is going on here. also with nvidia 3d settings for rocket league power options are max performance and even set windows to max performance same outcome.

 

when i do a fresh install of the driver and turn pc off then back on open up control panel for nvidia it still shows the latest driver being installed. but it seems every time i turn the pc off somehow the driver messes up.

 

sorry for the long story just trying to get my point across and make sure all the details are there.

Are you sure its not the monitor itself? Has it been changed to 144hz? Usually Computers go by the default settings of the monitor.
