I currently have the Corsair Spec-01 and a hyper 212 evo and the system is fairly loud. I was wondeirng if there were good cases that had quieter fans. Currently thinking about getting the Be Quiet! Dark Base 700 ($170). IS this a good case or is there one that is similar with a lower price?

Just get some "be quiet! pure wings" fans and install them in your system. Problem solved.

You can get better fans for your current case and/or set custom fan curves to reduce noise. Just be careful not to lower fan rpm too much or your CPU temps might suffer.

I have the silent base 600 and I found that noise reduction comes from having quieter components MUCH more than sound dampening. I found sound dampening to be pretty useless, but it did have really nice HDD mounts that dampened the vibration. 
Try to go SSD-only so thats theres no hard drive noise. get a pure rock cooler, a decent psu, and Use just one quiet case fan if possible.
