Why is Just Cause 4 running badly

So I have just got a new pc with a 1070 ti and an i7 8700 with 16 gb of RAM. I tried running Just Cause 4 and the graphics were bad, it also had a very low frame rate. Is this normal and is there something I'm not doing?

Actually don't worry it was plgged into the wrong display port
