So when I got to boot up a rig of old parts I threw together for my younger siblings I have a 1050 TI in the top PCIe slot. When we went to start it up the fan will start spinning then stop, and a red light will come on for both the PCIe slot and my boot drive. Does this mean my PCIe slot and HDD are dead?

This is interesting.  A red light can mean any number of things, and it doesn't necessarily mean that it's dead.

Where did the parts come from?

What are the rest of the parts?

Where exactly is the light on the boot drive?  On the motherboard?  Are you referring to the disk activity light?

(maybe include a picture, they're always helpful)

 

Did you try the GPU in the second PCIE slot? (If there's only a single PCIE slot, don't put the GPU in the PCI slot)

Did you try the on-board graphics?

How much RAM is installed?  If there's more than one stick, try booting the PC with only a single stick installed.

 

It's possible because you said the parts were old...

...that there could be compatibility issues.  Potentially if you're using more RAM than the processor supports, as an example.  Maybe the motherboard needs a BIOS update to work with whatever CPU you have.

 

Have you tried a different drive?

Did you plug in the PCIE power for the GPU?  If the red light is on the PCIE slot, it may indicate that it can't provide enough power - one of my friends had a GTX 750Ti that required a 6pin PCIE, and wouldn't work without it.

 

If you do try any/all of these suggestions, make sure to only change a single variable at a time.
