cannot install Windows, setup can't create a partition

so i'm having issues installing Windows that i've never seen before. 

 

this is happening on a pc i built for my brother recently. 

specs: 

Core 2 Quad Q9550

R9 290X

8GB DDR2

Asus P5N32-E SLI

2x 120gb SSD's

Corsair RM550X

 

basically i'm trying to install Windows on one of the ssd's, but when i try to format the drive from the Windows setup it says that it can't create a partition. 

 

Linux is installed on the other ssd and from there i can format the ssd i want to install Windows on fine. i can create partitions, etc. i already tried making a new msdos partition table with gparted but that didn't work. 

 

it's possible the ssd i want to install windows on is dead, it's about 8 years old, but that doesn't seem likely considering i can format it etc fine from Linux.

Did you try and install the SATA Controller driver / Chipset drivers in the Windows setup. In the drive selection screen, pick "Load Drivers", and load the extracted drivers. (Windows is not installed, so it can't run .exe's or setup files, or extract zip files)

it has worked on this board in the past. my brother messed up the previous install (some kind of virus idk, it was so messed up task manager wouldn't open lol) so i just decided to reinstall it. 

 

the system itself works completely fine on linux, so the hardware (other than the ssd maybe) is fine.

Get a Linux bootable device, linux can force your hdd (ssd whatever) to make partitions and erase all data. And sometimes linux is stronger than windows, so windows order of make a partition is dennied by linux (i don't remember in wich cases)
