Hi.  I am building a new gaming pc.  This will be my first pc build.  I play mostly fast paced competitive fps games like apex legends and pubg though I may play more games in the future.  I do not know much about building a pc but I have wanted to build one for years and I am getting lots of very helpful information from here on the forum.  I plan to build the pc in the next week or two.  I do not know much about overclocking either but I keep seeing people talking about it on the forum and in videos.  I will be playing games and streaming from the same pc as well as capturing video for youtube and doing web design and video editing on the pc.  My gaming and streaming sessions will likely be 12+ hours at a time.  I will likely be playing at 1440p 165hz on a 27" monitor.  I plan to have one or two extra monitors to the sides of the 27" that I will use for more windows I want open while gaming.  I will be streaming from the same pc I game on and I want the stream quality to be very high quality though I do not know yet if I will use regular cpu encoding or the newer nvenc encoding.

I am planning to get an i9 9900k and an asus rog strix 2080 gpu.  I plan to have a large case with lots of cooling.  I am planning on buying a noctua nh-d15 for cooling.  Why do people overclock their cpu and gpu?  With the things that I want to do is overclocking necessary or would it be a big performance boost?  What kind of benefits would I see from overclocking based on what I listed that I will be doing on it?  Thanks!

only overclock the bottlenecking hardware when you want more performance. If it's already doing what you want at stock, leave it as is unless you just want to tweak hardware for fun.
