I am trying to delete the Windows file in the bottom right corner of the screenshot but I cannot seem to remove it in any way. How to remove a system file?

(Backstory of how the file got there)

When I got my computer I decided to disable cortana via adding a random extension onto the folder name (.bak in this case). Doing that removed the search bar without which I couldn't use my pc normally as I usually search for everything via the bar.  After some time I decided to reverse the removal of cortana via deleting the extension but Windows did not allow that so I moved it onto the desktop so it could repair the file and return cortana. Windows have been completely reinstalled since that (without removing user files) and it stayed on the desktop.

All you need to do is have access do the drive outside the OS. There is plenty of ways to do it, an easy one is using windows installation media then going "repair my pc" cmd > notepad.exe > file open (delete the file from there).

 

You can also try booting into a cmd window (safe mode with command prompt)

The reason that's not working is that your username appears to have a space in it. I can't speak for the safety of deleting that file or the correctness of the command for doing so (it's been a while since I've used Windows), but if you add quotes around the whole path ("C:\Users\...ewy") it should work better.
