memory+cpu help

What would happen when I pair a ryzen 1600 with a B350 with four memory slots? Will everything work correctly?

(will start with 2x4gb but would be nice to have 4x4gb or something)

It will work just fine and if you populate the correct slots they two sticks will run in dual channel mode.

It's a dual channel board, not quad channel.

Having 4 slots doesn't make it quad channel.

Number of RAM sticks does not equal channels and having 4 populated doesn't mean you lose dual channel.

You can have 4 sticks populated and have dual channel mode still work just fine. You have 2 channels per pair of sticks.
