It looks to me as thought it's a BIOS/UEFI indicator light. There may be provisions to disable it somewhere in your UEFI/BIOS settings

if it's working correctly, it's probably not a big deal. If you want to make sure, though, you may wish to consult your manual to see what the light is supposed to indicate. Additionally, you may get some information by checking what POST code 66 means for your particular mobo.

 

If that fails, google and the manufacturer's forums may prove helpful. I had to do that when my mobo had a set of indicator lights that turned on, then off at start. As it turned out, this is just standard boot procedure for my mobo, it'd just have been nice if the manual had said more than "the CPU indicator light indicates that there is an issue with the CPU, or the CPU has not been found."
