I don't think this is a sanded chip. Blank samples like these, without a working chip inside, could be sent out to partners like motherboard manufacturers and CPU cooler manufacturers so they can test if CPUs fit their motherboards/coolers et cetera. 

So I bought a blank ihs cpu (guessing it was sanded) just for fun to see if it worked and all I get is code 00 on the dr debug is there any other way to test the cpu because I don't have any known good parts to test it in for socket lga 2066... I'm just curious to see if it works or just is completely dead... like it was only 40 bucks on ebay so I didn't expect much but yeah so if anyone has any ideas to test it or test the motherboard without just buying a whole other one that would be great :)Blank Cpu

The ad states its a dead chip under the description, parts only.

 

As far as an upgrade, if you want to stick to your current platform keep an eye on online sales and local classifieds for an i7 4790k.

Looks like it, yeah. Only way to know for sure is to delid it, although I suppose it's possible there's a dummy die there.

@JDOGWIN Would have been better if you posted your own higher definition picture but should be a RFID chip top right in that low res pic provided. Might be easy to use the SMBUS to read it than find a RFID reader. Bottom center left should be a 2D matrix of the serial number, you could check with Intel but probably they will want a batch number too which you don't have.
