I Think those are mp4 files. don't know for sure though

Yes, but / shouldn't contain any files, least of all .m4s files. I think some program he used dumped these files in / (possibly youtube-dl with root privileges and some weird options?) and he can remove them safely. @IgorM try opening those files with vlc or something, if they are video files you can definitely delete them.

I tried to view them but vlc and mp classic but they could'nt play. I deleted them and the system is fine.
