Help with Ram

I have an ASRock X299 OC Formula/9900X @4.5Ghz 1.25V with these sticks of RAM.

They are rated as follows.

• Tested Latency: 16-18-18-35
• Tested Voltage: 1.2V
• Tested Speed: 2666MHz

When I enable XMP there is only 1 profile which it the ratings above. The computer will not boot on the default XMP. If I boost the Voltage to 1.3 or 1.35 the computer will post but riddled with Blue Screen and thousands of Memtest86+ errors. I can get the computer stable at 2133MHz (Memtest86+ still has a few errors at this speed). But that's not what I paid for. Am I doing something wrong or did I lose out in the Silicon Lottery. RMA maybe?

what are the Vccsa and Vccio voltages? They should ideally between 1.2V and 1.3V

With the XMP enabled and the DRAM voltage set to 1.25v. The VCCIO is at 1.1v and VCCSA at 1.2v.

Bumped the VCCIO to 1.250 and the VCCSA to 1.3. Still had a bunch of errors in Memtest86+. 

 

Bumped them both to 1.3 and still had errors.
