which one should i buy?

Option 1 can be used for longer key caps, like the 'Enter' or 'Shift' keys, it'd be a bit more difficult to use Option 2 on longer key caps. I have both, but I always use the wire key cap puller (option 1).

ended up getting both because im the worst person to make decisions lol.  :P

need to clean my keyboard (in sig). i want the one that will least likely scratch/dint my keycaps on any keyboard. or i could just get both and use whichever i feel comfortable with.

Option 2 is the thing that came with my corsair k70 and I like it.

Option 2 b/c you'll hardly ever be using it. 

i plan on buying more than one keyboard so theres that.

Option 2, a similar one came with my keyboard and it works fine.

Yea good point. So ur saying get both or just option 1?

Option 1 would more than suffice, no need for that ring puller, the wire puller is all you need.
