hello i have a problem of my cpu's temperature, the idle temp is around 37C~45C when full load can reach 90C, i already tried to resit the cpu and changed thermal paste, reset bios setting, i even bought a new cooler but the result still the same, could be a bad cpu?
and i also found out the cpu fan is always spin at max speed. i pretty sure i installed the cooler in the right way.

I5-3450
8GB RAM
Asrock H61M-VS (latest bios version)
GTX 1050
cooler master 525W (http://www.coolermaster.com/powersupply/extreme2/extreme2-525/)

Cooler- OLD cooler master TX3 EVO
NEW cooler master i70C.

Prime 95 reached 90C
Gaming reached at least 86C

I have two theories:

 

the first one would be either negative air pressure within your case or the fan on the cpu cooler is choked by something.

 

the second, tho VERY unlikely because your CPU cant be overclocked and im not even sure if your mainboard lets set the voltage on the CPU yourself, would be too much voltage on the CPU cores, so I would suggest checking that in the bios.

 

Also, your cpu cooler(s) arent that big for a 77W tdp chip, so dont expect anything lower than about 75 degrees celsius under full load.

How do your GPU temps look in games? I would have to imagine the airflow in your case is absolute cat spooge. Even with the stock cooler you should be well under 80c, if not 70c. Remember, front fans and side fans are INTAKE, top and rear are EXHAUST.

The old cooler was probably even better than your new cooler. This shouldn't make a difference though since a 3450 is not a very powerful and hot cpu. 

 

Since you've already reset BIOS to Defaults, reseated the CPU and reapplied thermal paste (and assuming you did it correctly), there are actually only two options here: 1) your mainboard is broken and it's sending too much voltage for what ever reason (you could check with a proper monitoring tool like HWInfo or HWMonitor - don't use Speccy) or 2) your case has terrible airflow, heating up quickly and therefore impacting your CPU cooler's performance.

 

Prime95 at 90°C isn't good but not a disaster as it is an unrealisticly high load. Gaming loads at 85°C are not great either but not in a harmful way. It's around the limit. 

 

Which case do you have and how many case fans do you have oriented in which direction?

My gpu gaming max temp not more than 60c, i have one intake and exhaust fan in my case.

My case is xigmatek octan 236b, i have one intake fan at front of case and one exhaust behind

The front looks terrible for air flow. To be fair, the whole case looks to be terrible concerning air flow. Your system will constantly heat up to the point at which the air cooler can't do much anymore. The best air cooler in the world won't do much about this. You could get yourself an AiO and use the top mount (if there is enough space for a radiator and fans) as the top looks a bit better vented but the front is absolute useless as fan mount. The specs mention 2x120mm side fan mounts … try adding intake fans there as well.
